III. Rights

Civil Defense and Emergency Situations Engineer has the right to:
3.1. Submit in established order an object in other organizations for civil defense, prevention and elimination of natural and man-made emergencies.
3.2. Provide the head of the civil defense facility with calculations and proposals for the organization and conduct of civil defense and emergency situations requiring an urgent solution.
3.3. Receive from the workshops and services of the facility the information necessary to fulfill the assigned job duties.
3.4. Monitor the correct implementation of civil defense and emergency measures in the subdivisions of the facility.
3.5. Submit proposals to the facility's management to encourage or impose disciplinary sanctions on facility employees based on the results of meeting the requirements of civil defense and emergency situations.
3.6. Use information constituting a commercial secret and other confidential information of the facility only in the interests of fulfilling official duties.

IV. A responsibility

1. 2. The section contains the qualification characteristics of the positions of employees of emergency rescue and search and rescue teams, civil defense, subdivisions of the State Inspection for Small Vessels, the State Fire Service, paramilitary mine rescue units (hereinafter referred to as employees of the EMERCOM of Russia).

3. The qualification characteristics included in the section (hereinafter referred to as the qualification characteristics) are intended to justify the rational division and organization of labor, the correct selection, placement and use of personnel, to ensure unity in defining the job responsibilities of EMERCOM of Russia employees and the qualification requirements for them.

4. Qualification characteristics are used as normative documents of direct action or serve as the basis for the development of job descriptions containing a specific list of job duties of employees of the EMERCOM of Russia, taking into account the specifics of the organization of production, labor and management. If necessary job duties included in qualification characteristics a certain position can be distributed among several performers.

When developing job descriptions, it is allowed to clarify the list of jobs that are characteristic of the corresponding position in specific organizational and technical conditions, and the requirements for special training of employees.

In order to improve the organization and increase the efficiency of work of EMERCOM employees of Russia, it is possible to expand the range of their duties in comparison with the established corresponding qualification characteristics. In these cases, without changing the official name, the employee may be entrusted with the performance of duties provided for by the qualification characteristics of other positions that are similar in the content of work, equal in complexity, the performance of which does not require another specialty and qualification.

5. The qualification characteristics of each position contains three sections: "Job responsibilities", "Must know" and "Qualification requirements".

In the section "Job responsibilities", the main labor functions are established that can be entrusted in whole or in part to an employee who this position, taking into account the technological homogeneity and interconnectedness of work, allowing to ensure the optimal specialization of workers.

The section "Should know" contains the basic requirements for an employee in relation to special knowledge, as well as knowledge of laws and regulations, regulations, instructions and other guidance documents, methods and means that the employee must apply in the performance of job duties.

In the section "Requirements for qualifications" the level vocational training the employee required to perform the prescribed job duties, and the requirements for the length of service.

6. For certain positions of employees of the EMERCOM of Russia, on the basis of the decision of the qualification (certification) commission, qualification classes are assigned.

The categories of qualifications of positions of employees of the EMERCOM of Russia, contained in the section, are established by the head of the relevant institution, taking into account the complexity of the work performed or professional skill, the degree of independence and responsibility of the employee in the performance of official duties, attitude to work, efficiency and quality of work.

8. The section does not include the qualification characteristics of the positions of deputy managers. The job responsibilities of these workers, the requirements for their knowledge and qualifications are determined on the basis of the characteristics of the managers of the corresponding basic positions.

9. Persons who do not have special training or work experience established in the section "Requirements for qualifications", but who have sufficient practical experience and perform qualitatively and in full the duties assigned to them, on the recommendation attestation commission are appointed to the relevant positions in the same way as persons with special training and work experience.

The job description must be approved by the appropriate legal department (legal advisor) of the institution.
