III. Rights

Civil Defense and Emergency Situations Engineer has the right to:
3.1. Submit in established order an object in other organizations for civil defense, prevention and elimination of natural and man-made emergencies.
3.2. Provide the head of the civil defense facility with calculations and proposals for the organization and conduct of civil defense and emergency situations requiring an urgent solution.
3.3. Receive from the workshops and services of the facility the information necessary to fulfill the assigned job duties.
3.4. Monitor the correct implementation of civil defense and emergency measures in the subdivisions of the facility.
3.5. Submit proposals to the facility's management to encourage or impose disciplinary sanctions on facility employees based on the results of meeting the requirements of civil defense and emergency situations.
3.6. Use information constituting a commercial secret and other confidential information of the facility only in the interests of fulfilling official duties.
3.7. To exercise the rights provided for in Article 21 of the Labor Code of the Russian Federation.

IV. A responsibility

I. General Provisions

1. Section "Qualification characteristics of the positions of employees carrying out activities in the field of civil defense, protection of the population and territories from natural and man-made emergencies, ensuring fire safety, safety of people at water bodies and mining facilities in underground conditions" qualification handbook positions of managers, specialists and employees (hereinafter referred to as the section) is intended to address issues related to the regulation of labor relations and ensuring an effective management system for employees carrying out activities in the field of civil defense, protecting the population and territories from natural and man-made emergencies, ensuring fire safety , safety of people at water bodies and mining facilities in underground conditions.

2. The section contains the qualification characteristics of the positions of employees of emergency rescue and search and rescue teams, civil defense, subdivisions of the State Inspection for Small Vessels, the State Fire Service, paramilitary mine rescue units (hereinafter referred to as employees of the EMERCOM of Russia).

3. The qualification characteristics included in the section (hereinafter referred to as the qualification characteristics) are intended to justify the rational division and organization of labor, the correct selection, placement and use of personnel, to ensure unity in defining the job responsibilities of EMERCOM of Russia employees and the qualification requirements for them.

4. Qualification characteristics are used as normative documents of direct action or serve as the basis for the development of job descriptions containing a specific list of job duties of employees of the EMERCOM of Russia, taking into account the specifics of the organization of production, labor and management. If necessary job duties included in qualification characteristics a certain position can be distributed among several performers.

When developing job descriptions, it is allowed to clarify the list of jobs that are characteristic of the corresponding position in specific organizational and technical conditions, and the requirements for special training of employees.

In order to improve the organization and increase the efficiency of work of EMERCOM employees of Russia, it is possible to expand the range of their duties in comparison with the established corresponding qualification characteristics. In these cases, without changing the official name, the employee may be entrusted with the performance of duties provided for by the qualification characteristics of other positions that are similar in the content of work, equal in complexity, the performance of which does not require another specialty and qualification.

5. The qualification characteristics of each position contains three sections: "Job responsibilities", "Must know" and "Qualification requirements".

In the section "Job responsibilities", the main labor functions are established that can be entrusted in whole or in part to an employee who this position, taking into account the technological homogeneity and interconnectedness of work, allowing to ensure the optimal specialization of workers.

The section "Should know" contains the basic requirements for an employee in relation to special knowledge, as well as knowledge of laws and regulations, regulations, instructions and other guidance documents, methods and means that the employee must apply in the performance of job duties.

In the section "Requirements for qualifications" the level vocational training the employee required to perform the prescribed job duties, and the requirements for the length of service.

6. For certain positions of employees of the EMERCOM of Russia, on the basis of the decision of the qualification (certification) commission, qualification classes are assigned.

7. The qualification characteristics provide for within the same position, without changing its name, intra-job qualification categorization.

The categories of qualifications of positions of employees of the EMERCOM of Russia, contained in the section, are established by the head of the relevant institution, taking into account the complexity of the work performed or professional skill, the degree of independence and responsibility of the employee in the performance of official duties, attitude to work, efficiency and quality of work.

8. The section does not include the qualification characteristics of the positions of deputy managers. The job responsibilities of these workers, the requirements for their knowledge and qualifications are determined on the basis of the characteristics of the managers of the corresponding basic positions.

9. Persons who do not have special training or work experience established in the section "Requirements for qualifications", but who have sufficient practical experience and perform qualitatively and in full the duties assigned to them, on the recommendation attestation commission are appointed to the relevant positions in the same way as persons with special training and work experience.

Leadership positions

Job responsibilities. Heads and organizes the work of the diving service in day-to-day conditions and conditions for the occurrence and elimination of emergency situations in the water areas. Head of the search and rescue unit

Job responsibilities. Supervises the activities of the search and rescue unit, coordinates the activities of search and rescue groups in readiness mode and activities in emergency situations. Participates in the development of situational tasks and plans for carrying out rescue operations, in the physical, technical and special training of persons involved in rescue operations. Job responsibilities. Manages the activities of the search and rescue service, coordinates the activities of the search and rescue service in readiness mode and activities in emergency situations. Participates in the development of situational tasks and plans for carrying out rescue operations for workers involved in rescue operations. Supervises rescue operations in the emergency zone. Requirements for work experience in the specialty;

Basic requirements for an employee in relation to special knowledge and professional skills, as well as knowledge regulatory documents, teaching materials, methods and means used in the performance of official duties;

Fundamental organizational and legal documents on the basis of which the employee carries out official activities and exercises his powers;

The list of structural divisions and (or) individual positions of employees directly subordinate to him in service (if any);

The procedure for replacing an employee and performing official duties in the event of his temporary absence.

The section may include other requirements and provisions that concretize and clarify the status of the employee and the conditions of his activities.

In the section "Job responsibilities" indicate the duties of the employee, taking into account the tasks and functions of a particular structural unit, with a detailed statement of the main directions of its labor activity... The list of job responsibilities can be supplemented or reduced depending on the external and internal conditions of the institution.

The section "Rights" provides a list of the employee's rights. It is allowed to concretize certain rights, taking into account the specifics of the job duties performed by the employee.

In the section "Responsibility" indicate the degree of responsibility of the employee for non-compliance job responsibilities... This section also indicates how the materially responsible person bears, in accordance with the legislation of the Russian Federation, material responsibility for damage caused to the institution. The section may include other items that clarify and concretize the responsibility of the employee.

An integral part of the job description is an acquaintance sheet (Appendix 2). It is allowed to place a mark on the familiarization of the employee with the instructions on the sheet of the job description itself. In this case, the corresponding mark must necessarily include the date and signature of the employee.

When drawing up job descriptions, it is recommended to comply with GOST R 6.30-2003 "Unified documentation systems. Unified system of organizational and administrative documentation. Requirements for paperwork", approved by the Resolution of the Gosstandart of Russia dated March 3, 2003 N 65-st. Although the requirements of GOST R 6.30-2003 are not mandatory for use and are of a recommendatory nature, uniform approaches to document preparation not only simplify the process of preparing documents, but also significantly improve their perception by employees.

The job description approval stamp is located in the upper right corner of the document. The job description is approved by the head of the institution or a specially issued document (order or order). When approving a document by an official, the stamp of approval of the document must consist of the word APPROVED (without quotation marks), the name of the position of the person approving the document, his signature, initials, surname and date of approval. When approving the job description by order or instruction, the approval stamp consists of the word APPROVED, the name of the approving document in the instrumental case, its date, and the number. The procedure for coordination, approval and introduction of job descriptions

The job description must be approved by the appropriate legal department (legal advisor) of the institution. If necessary, it is coordinated with other functional units of the institution, the head of a higher management body, the head of a structural unit, in staffing table which includes the specified position, deputy heads of the institution in charge of the relevant structural units and activities.

The job description is approved by the head of the institution or another authorized official.

The agreed and approved job description is numbered, laced, certified with the seal of the institution and stored in the personnel department in accordance with the established procedure for conducting office work.

For current work, a certified copy is removed from the original job description, which is issued to the employee and the head of the corresponding structural unit of the institution.

The job description comes into force from the moment it is approved by the head of the institution or another official authorized to do so, and is valid until it is replaced by a new job description.

The requirements of the job description are mandatory for the employee from the moment of his familiarization with the instruction against receipt and until the transfer to another position or dismissal, about which an entry is made in the corresponding column of the acquaintance sheet.

Qualification characteristics

Qualification characteristics can be used as regulatory documents or serve as a basis for the development of job descriptions containing a specific list of job duties of employees, taking into account the specifics of the organization of production, labor and management, as well as their rights and responsibilities. If necessary, the duties included in the qualification characteristics of a certain position can be distributed among several performers. When developing job descriptions, it is allowed to clarify the list of works that are characteristic of the corresponding position in specific organizational and technical conditions.

A sample job description of a civil defense and emergency situation specialist is presented in Appendix 3.

2. Job responsibilities

Participates in planning, organizing and coordinating work on civil defense, prevention and elimination of emergencies in the organization. 3. Rights

Civil defense and emergency situations specialist has the right to:

1. to make proposals to the management on the issues of improving civil defense and emergency situations in the organization, incl. on the organization and conditions of their work;

2. use information materials and regulatory documents necessary for the performance of their official duties;

3. to represent, in the prescribed manner, their organization in the governing bodies and other organizations on civil defense, prevention and elimination of emergencies of a natural and man-made nature, fire safety and military registration;

4. to submit to the head of the organization's civil defense calculations and proposals for organizing and conducting measures for civil defense and ensuring fire safety;

5. to receive from the heads of structural divisions of the organization the necessary information to fulfill the assigned official duties;

6. monitor the implementation of measures for civil defense, emergency prevention and fire safety in the structural divisions of the organization;

7. prohibit carrying out hot work carried out in violation of fire safety rules;

8. make suggestions to the management for promotion or imposition disciplinary action on employees based on the results of meeting the requirements of civil defense, prevention and elimination of emergencies, fire safety;

9. undergo certification in accordance with the established procedure with the right to receive the appropriate qualification category;

10. improve your qualifications.

Civil Defense and Emergency Situations Specialist uses all labor rights in accordance with the Labor Code of the Russian Federation.

4. Responsibility

The Civil Defense and Emergency Situations specialist is responsible for:

1.timely and high-quality implementation of the duties assigned to him;

2. timely and qualified execution of orders, orders and instructions of the management, regulatory legal acts on their activities;

3. observance of internal regulations, fire safety and safety measures;

4. maintaining the documentation provided for by the current regulatory legal acts;

5. observance of performance discipline and performance of official duties by employees subordinate to him (if any);

6. Prompt adoption of measures, including timely informing of the management, to eliminate violations of safety regulations, fire safety and other rules that pose a threat to the activities of the institution, its employees and other persons.

For violation of labor discipline, legislative and regulatory legal acts, a specialist in civil defense and emergency situations can be attracted in accordance with the current legislation, depending on the severity of the offense, to disciplinary, material, administrative and criminal liability.

Persons who do not have special training or work experience established in the section "Requirements for qualifications", but who have sufficient practical experience and who perform the job duties assigned to them with high quality and in full, are appointed to the relevant positions on the recommendation of the certification commission in the same way as persons with special training and work experience.
