In 2015, the Federal Target Program for the Development of Education for 2011 -2015 is being completed. It is being replaced by a new one - the Federal Target Program for the Development of Education for 2016 - 2020 (hereinafter referred to as the Program), the concept of which was approved by the Decree of the Government of the Russian Federation of December 29, 2014 No. 2765-r. The government customers of the Program are the Ministry of Education and Science of the Russian Federation and federal Service on supervision in the field of education (Rosobrnadzor).

The Program proposed for implementation contains a number of complex tasks that act as a cementing basis for consolidating the levels and types of education into a single integral building of modern competitive education, which serves as the basis for the formation of personality, human capital as the most important factor in the progressive development of Russian society, state and economy.

At the same time, the purpose of the Program is to provide conditions for effective development Russian education aimed at the formation of competitive human potential. The achievement of this goal is expected through the implementation of the following tasks:

  • creation and dissemination of structural and technological innovation in vocational education, ensuring high mobility of the modern economy;
  • development of modern mechanisms, content and technologies of general and additional education, including through the implementation of a set of measures for the use of previously developed and implemented federal state educational standards (FSES);
  • implementation of measures to popularize scientific, educational and creative activities among children and youth, identify talented youth;
  • creation of infrastructure that provides conditions for education and training of personnel for the modern economy;
  • formation of a demanded system for assessing the quality of education and educational results.

The Program uses a medium-term 5-year activity planning period as the most effective one. At the same time, 2 stages of the Program implementation are expected: 2016 -2017 - the first stage, 2018 - 2020 - the second stage. The goal and objectives of the Program will be achieved at the end of the second stage.

Control and organization of comprehensive monitoring of the implementation of the Program is carried out by the Ministry of Education and Science of the Russian Federation. In order to involve the public in the management of the Program, a scientific coordinating council is created, which will include scientists and specialists, representatives of the business community, public (including youth) associations, as well as representatives of executive authorities. Interim reports and annual reports on the progress of the Program should be made available to the public.

The solution of the tasks of the Program is ensured through the implementation of appropriate measures.

In particular, to ensure the development of modern mechanisms, content and technologies of general education, the following measures are envisaged.

Implementation of new organizational and economic models and standards in preschool education by developing a regulatory and methodological framework and expert and analytical support for its dissemination. The event provides for:

  • support of regional development programs preschool education, parental education;
  • introduction of new federal state educational standards for DO;
  • creation in each region of conditions for public-private partnership in the field of preschool education (DL);
  • advanced training on new educational programs for 95 percent of pedagogical workers and managers of preschool education.

Over the five years, the share of regional-municipal systems of preschool education, in which conditions and mechanisms have been created for public-private partnerships in the field of preschool education, should increase from 7 to 100%.

Improving the quality of education in schools with low performance and in schools operating in disadvantaged social conditions, through the implementation of pilot regional projects and the dissemination of their results. The event provides for:

  • implementation of pilot projects to improve the quality of education;
  • modernization of the regulatory and methodological base;
  • spreading the best work practices to all regions.

It is expected that the share of regional systems of general education, in which projects to improve the quality of education in such general education organizations have been successfully implemented, should increase from 4 to 60% in 5 years.

Creation of a network of schools implementing experimental and innovative programs to develop new technologies and content of training and education, through competitive support of school initiatives and network projects. Within the framework of this event, it is envisaged:

  • creation of at least 200 innovative schools;
  • testing and readiness to disseminate the model of using new technologies of teaching and upbringing in schools;
  • support of regional programs for network modernization (formation of effective networks) general educational organizations;
  • creation of at least 30 national methodological networks for the dissemination of specific educational technologies.

Modernization of technology and content training in accordance with the new federal state educational standard by developing concepts for the modernization of specific areas, supporting regional programs for the development of education and supporting network methodological associations. The event provides for:

  • implementation of the provisions of the Concept for the Development of Mathematical Education in the Russian Federation;
  • creation and implementation of the Concept for the modernization of education, updating the content of education in the field of the Russian language, foreign language, history, literature and technology;
  • creation of network methodological associations of teachers in the subject areas of mathematics, Russian language, foreign language, history, literature and technology.

Ensuring the growth of the quality of teaching staff in schools through competitive support of regional programs and expert and analytical support of such programs. The event provides for:

  • implementation in all regions of optimal approaches to effective contracts with managers and educators;
  • implementation of a new standard of professional activity, including mechanisms for certification and professional development of teachers;
  • implementation of pilot projects for attracting and retaining the best graduates of universities and talented teachers in schools, highlighting and disseminating best practices.

The share of teachers who have mastered the teaching methodology in interdisciplinary technologies and implement it in educational process, over 5 years should increase from 30 to 43%.

Involvement of organizations of higher and vocational education to work with talented children through competitive support for projects of seasonal and correspondence schools, contests and Olympiads. The event provides for:

  • ensuring the annual holding of seasonal schools, all-Russian competitions for talented children by universities and organizations of secondary vocational education;
  • ensuring the functioning of national correspondence schools for motivated students.

Popularization among children and youth of scientific, educational and creative activities identifying talented youth. It is planned to implement the following activities:

  • development of scientific, technical and innovative creativity of children and youth through competitive support of centers of scientific and technical creativity of youth and the dissemination of their experience;
  • implementation of mechanisms for involving young people in active social practice;
  • improvement of models and mechanisms for organizing recreation and health improvement of children;
  • development and implementation of a set of measures to promote a healthy lifestyle among students.

It is assumed that as a result of the implementation of the measures, a new content of general (including preschool) education and teaching technologies for general education programs will be formed, as well as methodological and innovative support for the development educational systems preschool education.

It is planned to create a national - regional system of independent monitoring and assessment of the quality of education at all its levels, ensuring the creation of new tools and assessment procedures (including international quality studies), including in general education. At the same time, a number of measures are envisaged:

  • implementation of pilot projects for the creation of regional quality assessment systems at all levels of general education (including preschool);
  • the creation of a national monitoring of educational achievements, which makes it possible to assess the quality of education on a regional and national scale in basic disciplines in at least 3 periods of study;
  • modernization of the procedures and mechanisms of the unified state examination and state final certification;
  • formation of mechanisms for involving the public in assessing the quality of general education at all its levels;
  • creation open systems data for the formation of user ratings.

At the same time, the share of constituent entities of the Russian Federation in which regional systems for assessing the quality of preschool education, primary general, basic general and secondary general education, additional general education programs have been created and are functioning, in the total number of constituent entities of the Russian Federation should increase from 10 to 100%, and the share of regional educational systems in which assessment tools (based on international ones) have been developed and disseminated for use in order to conduct intraregional and interregional analysis and assess the quality of education - from 1 to 20%.

For general education, it is proposed to include activities and complex projects in the Program for:

  • monitoring the employment of graduates of educational institutions;
  • accompanying them professional career and the process of their further continuous education (including additional vocational education and non-formal adult education);
  • transition to a system of effective contracts with managers and teaching staff.

The Concept notes that the solution of the tasks set in the Program will be implemented through the improvement of the material and technical base of educational organizations.

Particular attention in the Program is paid to the issue of network interaction between all participants in the educational process, as well as the educational organizations themselves. In the implementation of this issue, the role of the creation and development of social and professional networks increases, in which the exchange of experience and the promotion of educational initiatives at the federal, regional, municipal levels, as well as individual educational organizations will be carried out. The issue of networking for the education system was first identified in the Federal Law FZ-273 of December 29, 2012 "On Education in the Russian Federation" (Article 15).

The document indicates main risks for the implementation of the Program:

  1. Ineffective use financial resources, which is especially dangerous in the face of growing government spending on education;
  2. Reduction of the previously allocated budgetary financing of the Program in the process of its implementation. In this case, it will be necessary to restructure the Program, develop and implement mechanisms to suspend already begun changes.
  3. Ineffective management of the Program (the risk of ineffective management decisions during the implementation of the Program; the risk of lack of necessary coordination in the implementation of the Program).

It is noted that one of the most important risk mitigation factors is timely explanatory work among the population, informing them about the goals, objectives and progress of the Program. It is necessary to conduct sociological measurements and work to form a positive public opinion, the involvement of employers, parents, funds mass media and other interested groups in the management of the education system.

It is assumed that the implementation of the Program will create a mechanism for irreversible progressive positive systemic changes in the education of the Russian Federation.

The concept for the development of education for 2016-2020 was approved by the Government of the Russian Federation and signed by D.A. Medvedev on December 29, 2014 (No. 2765-r). The need for its creation is justified by the expiration of the previous state education program, designed for 2011-2015. Directions of implementation

The presented concept analyzes the experience and results of the implementation of the 2011-2015 education program and suggests ways to implement the new one. Target: creating conditions for the effective development of Russian education, aimed at ensuring the availability of quality education that meets the requirements of modern innovative socially oriented development of the Russian Federation.

Tasks: the diffusion of structural and technological innovations in the secondary vocational and higher education; development of modern mechanisms and technologies of general education; implementation of measures for the development of the scientific, educational and creative environment in educational institutions, the development of an effective system of additional education for children; formation of a demanded system for assessing the quality of education and educational results; the share of educational institutions of secondary vocational and higher education, which provide conditions for obtaining secondary vocational and higher education for disabled people and persons with disabilities, including using distance learning technologies, in the total number of such organizations; the share of educational institutions of higher education in which individual educational plans on a variable basis, in the total number of educational institutions of higher education; the proportion of teachers who have mastered the teaching methodology on interdisciplinary technologies and implement it in the educational process.

Terms and stages of the Program implementation

The program will be implemented in 2016 - 2020 in 2 stages.

The first stage - 2016 - 2017.

As a result of the implementation of this stage, models and sets of measures will be tested and implemented, which were launched within the framework of the Federal Target Program for the Development of Education for 2011-2015.

The second stage is 2018 - 2020.

As a result of the implementation of the second stage, fundamental changes in the structure of educational organizations in the system of higher education and secondary vocational education will occur and new mechanisms of their functioning will be introduced into practice, focused on promising medium-term and long-term forecasts of social and economic development of the Russian Federation. It is important to continue the reforms already begun, designed to ensure the transition from the system of mass education, characteristic of the industrial economy, to the continuous individualized education for all, necessary for the creation of an innovative, socially oriented economy, the development of education associated with world and domestic fundamental science, focused on the formation of creative social responsible person.

The implementation of the Program will take place in the face of serious challenges. The first challenge should be attributed to the crisis phenomena in the economy of the Russian Federation, which will fall on the period of the Program implementation. Structural and institutional changes in the country's economy are not only accompanying circumstances for the implementation of the tasks of education development, but also form new challenges and set new goals. The implementation of the Program should provide for the variability of scenarios for the development of the socio-economic situation in the country and keep in priority long term goals.

Another serious challenge under which the Program will be implemented will be a new stage in the technological development of the global economy. The implementation of task 1 will ensure the modernization of educational programs, technologies and content of the educational process in education through the introduction of new variable educational programs based on the individualization of educational trajectories, as well as project-based learning technologies. Objective 2 provides for the implementation of measures aimed at ensuring the implementation of federal state educational standards for preschool and general education, education of students with disabilities. Within the framework of objective 4, it is planned to create and develop an infrastructure that ensures the accessibility of education regardless of the place of residence of students, ensures the implementation of individual trajectories of students and their participation in geographically distributed network educational programs, social orientation of activities related to ensuring access for children with disabilities or children. and young people from socially vulnerable groups of the population to receive general, professional and additional education, including in educational institutions located in various constituent entities of the Russian Federation.

Within the framework of objective 5, measures will be taken to develop an independent quality assessment system in secondary vocational and higher education, including through the creation of new mechanisms for assessing the quality of the functioning of educational organizations. When solving this problem, the formation of a qualitatively new attitude of students and educational organizations to the quality of education and to the resulting competencies, procedures and mechanisms for their measurement and assessment will be ensured.

Within the framework of the Program, in this regard, a national - regional system of independent monitoring and evaluation of the quality of education at all its levels will be created. The national-regional system of independent monitoring and evaluation of the quality of education should be understood as a system of external evaluation of education results in the interests of the individual, society, the labor market, the state and the education system itself. It is planned to ensure the creation of new tools and assessment procedures (including international studies of the quality of education) both in general and in vocational education, as well as the development of control and supervisory mechanisms at all levels of education.

The solution of the tasks of the Program is ensured through the implementation of a system of relevant measures and complex projects:

Creation of a network of schools that implement innovative programs to develop new technologies and content of training and education, through competitive support for school initiatives and network projects;

Development of mechanisms for the involvement of parents in education, public participation in education management;

a comprehensive project "Creation in the constituent entities of the Russian Federation of the infrastructure of psychological, pedagogical, diagnostic, consulting assistance to parents with children from 0 to 3 years old."

the complex project "Russian Parent University" will be implemented, within the framework of the project, on a competitive basis, projects for conducting information and educational and educational work with parents aimed at:

the formation of the competences of parents in the development and upbringing of children, their acquisition of knowledge of the basics of child psychology.

Models of network interaction of educational organizations, organizations of additional education, professional educational organizations, educational institutions of higher education, industrial enterprises and business structures, including in the field of scientific and technical creativity, robotics;

modern models of organization of recreation and health improvement of children, additional education of children during the vacation period will be developed and introduced in all regions;

will be developed and implemented modern standards, methods and programs for the protection and strengthening of children's health in the educational process, the formation of a healthy lifestyle.

A comprehensive project "Development of a nationwide system for the identification and development of young talents" will be implemented, aimed at the development of intellectual and creative competitive events for pupils and students.

All-Russian and interregional events, covering a significant audience, having successful implementation experience and information support mechanisms, as well as contributing to the intellectual and creative development of pupils and students, and the formation of new skills and competencies, will receive federal support on a competitive basis.

As a result of the implementation of the event:

modern models of identification, psychological and pedagogical support of talented children will be introduced;

When forming the projects of the Program, mechanisms are used that provide the following approaches:

management in which the implementation of the Program must ensure the achievement of results measured on the basis of a system of target indicators;

a targeted approach, in which the solution of the Program's tasks should be aimed at systemic changes in the field of education;

A complex approach providing analytical justification, scientific and methodological support, obtaining results, testing and implementing the results, regulatory legal support, as well as personnel, information and material and technical support.

    Assessment of the socio-economic efficiency of the Program

The effectiveness of the implementation of the Program will be ensured through the introduction of new approaches, methods and technologies at all levels of the education system on the basis of investments in research projects with the subsequent implementation of the results obtained, as well as through the use of the principles of the program-targeted approach.

The implementation of the Program will lead to the achievement of the following final results:

a network of flagship regional universities will be formed;

new federal educational standards for secondary vocational and higher education will be introduced;

international and all-Russian Olympiads (competitions) will be held professional excellence among students enrolled in programs of secondary vocational education and higher education;

an infrastructure will be created to store data on the educational achievements of citizens and workers (educational passport);

200 programs of additional professional education will be launched, corresponding to the priority areas of technological development of the Russian Federation;

modern training programs for people with disabilities and persons with disabilities will be adopted and will begin to be used according to programs of secondary vocational and higher education;

resource educational and methodological centers (at least 30 centers in all federal districts) will be created in the constituent entities of the Russian Federation to train disabled people and persons with disabilities on the basis of leading professional educational organizations;

educational programs will be introduced using e-learning and distance learning technologies in various socio-cultural conditions, including for children with special needs (gifted children, children with disabilities and children with disabilities);

pilot projects for updating the content and technologies of additional education will be introduced through support on a competitive basis (at least 20 constituent entities of the Russian Federation);

a unified system of intellectual and creative competitions will be created, contributing to the identification and support of gifted pupils and students;
