Shamil Shakirov: You can build a business only with a team that is an ally and friend. If you do not give a person the opportunity to open up, it is difficult to count on such an employee. A person who does not have his own ideas implements others with great difficulty.

It is impossible to force someone to implement ideas if he does not share them. Bringing people together begins to work effectively when people become like-minded people. If one person in the company thinks, and the rest are engaged in the embodiment of his ideas, then this company will have to wait for a long time for success. All the most important events, as world experience shows, were carried out by close-knit companies of like-minded people.

At the same time, it is clear that it is necessary to enable the person to concentrate on what he does best, and to provide support so that others believe in his ability. A person working in an “uncomfortable” state will never be able to create and come up with something original. But the potential of employees is the basis for competitive advantage companies. Sooner or later, customers will also feel such qualitative changes. Therefore, the issue of management is key for me.

website: When was it easier to run the company - then or now? Can you easily delegate serious matters to your subordinates today, or do you strive to control them as much as possible?

Shamil Shakirov: You know, when it’s easier and easier, it’s not always more interesting. And vice versa: the more difficult, the more attractive. The company is now capable of doing more complex projects. This is probably the most important task - to build a team that will allow each "player" to significantly expand their capabilities and self-actualize by solving more and more complex problems.

At the same time, we have many complex projects and the responsibility for them is quite high. There are specific people behind the client companies who have given us their trust. Therefore, subconsciously, I want to control these processes, because we are also talking about my personal responsibility for the project to people whose opinion and whose attitude towards me I very highly value.

website: How has the structure of the company changed in the process of its transition from "pure integration" to consulting?

Shamil Shakirov: This is not to say that once we decided: everything, from today we are engaged in consulting. The transition was gradual: new directions appeared in the company, some of which developed more actively and had a significant impact on the company as a whole. So it happened with consulting. On the one hand, there are employees whom we position as consultants who transfer their knowledge and experience to the customer. On the other hand, the culture within the company has changed: knowledge, experience, expertise have become more valuable. The same goes for customers. Projects have become more complex, our readiness to manage such projects has become higher.

In fact, we are selling our knowledge and experience today. Our project office is actively developing. We have obtained the ISO 9001 quality certificate for our services. Today, more than half of the company is highly qualified consultants, technologists and engineers. Project management in the field of transfer of professional knowledge and experience affects the work of the project office of the company as a whole. website: A year ago, in an interview with our publication, you spoke about the trend of increasing the share of services in Russian IT projects. Is this growth continuing today, or is the service-to-iron ratio the same?

Shamil Shakirov: Undoubtedly, an increase in the share of services is a defining trend in the coming years. Moreover, I am confident that the future belongs to new business forms and financial service schemes. It seems to me that the pyramid of new products and solutions, based on the existing infrastructure foundation, is constantly growing. This foundation allows the generation of new competitive services that are based on the IT component.

As the maturity of any industry, as the infrastructure is built, there is a gradual increase in the share of services. But there comes a time when the transition to a new generation of infrastructure becomes necessary, and the cycle repeats.

For example: at the initial stage of market development cellular most of the budgets went to the development of the "grid", to cover the territory. Service, marketing and customer relationship management are now more important for operators.

Service issues also affect the banking business, which today is actively seeking to automate its relationships with customers. The challenge is to improve the efficiency of solutions in the field of those services that IT professionals can bring to the client's business.

website: The concept of IT service management (ITSM - ITIL) has become the methodological basis for a number of your projects. Recently, the company has taken a number of steps to develop this area. Do you feel the impact? What are the numerical indicators of the effectiveness of the application of this methodology?

Shamil Shakirov: I-Teco started to develop this methodology a long time ago, and now it is one of the strategic directions of the company. We offer a number of approaches to improving the efficiency of existing systems - auditing systems and their operation processes, increasing the manageability of systems through the use of specialized tools, tuning systems, functional testing (we had cases when, as a result of our work, the performance of system applications doubled) ...

The quantitative impact of ITIL implementation is a tricky one. You can calculate the variance of reducing the costs of operating the IT infrastructure. How much the dollar invested in the IT infrastructure will affect the efficiency of the entire enterprise - hardly anyone can independently calculate. It depends on a particular company, methods of keeping records of costs, calculating the profitability of projects, etc.

But it is clear that the implementation of ITIL increases transparency, reliability and predictability of work. The results of some of our projects have been a reduction in the response time to a violation of the normal operation of the user by an average of 3 times; reduction in the number of calls for technical support by 30%.

ITIL is now an actively used methodology around the world and the de facto standard in the field of IT service management. We have a project to implement an incident management process in a mid-sized bank. There are projects for the implementation of incident management processes in a large bank and a large government structure.

Recently, I-Teco completed the implementation of configuration and change management processes in the TNK-BP Moscow administration. It was a very interesting and challenging project that improved the quality and efficiency of the provision of IT services, and also helped in planning and controlling the finances and expenses of the customer.

website: A number of IT companies working in the field of automation of public institutions express rather harsh judgments about the level of training of officials and their desire to master Computer techologies... Do you think this is the main obstacle to the penetration of high technologies into the public sector?

Shamil Shakirov: I would not strongly distinguish between customers from the public sector and commercial structures. Besides, scolding the customer is the very last thing. For whom, then, do we work? So let's tune in to the positive. If customers are not ready to "switch" to IT, it means that we are not explaining something well enough to them.

I-Teco provides consulting services and implements projects for very large government agencies. And we have not yet had to complain about the skill level of IT staff. On the contrary, we meet with great interest and desire to be one step ahead in our industry, to use the latest IT management methodologies. And in many state structures there are both unique specialists and unique technologies.

In my opinion, the main obstacle to the penetration of technology into individual public sector institutions is the most trivial - the lack of sufficient funding. That said, I'm not just talking about financing purchases of equipment or services from external IT companies. It is also important to maintain at the proper level the amount of remuneration of civil servants, the costs of increasing their professional growth. Moreover, it is obvious that due to the openness of the market, one is impossible without the other. It's great if there are enthusiasts in their field who are ready to work for some (even a very long) time for an idea, but this should not, and indeed cannot, go on forever.

website: What changes have occurred in the company's sales structure recently? What new industry markets are you planning to come out soon?

Shamil Shakirov: We see potential for growth in our traditional markets, there are also ideas for new markets, which are too early to talk about. Obviously, the telecommunications market will be of certain interest to us this year. The changes, most likely, will not be global in nature. The banking sector is still seriously developing. Perhaps a greater volume of business will be associated with the medium-sized economy.

If we talk about the sectoral structure of our business in 2003, projects in the public sector accounted for 25% (in 2002 - 30%), the financial market - 39% (35%), industrial enterprises - 15% (14%); to the oil and gas sector - 13% (14%), to the telecom market - 8% (7%).

website: Shamil, has the choice of IT direction in your career become accidental? What was the reason for this? Do you regret choosing this particular path?

Shamil Shakirov: I have little faith in randomness. The choice was deliberate, and I have never regretted it. My choice was facilitated by the education I received - technical, mathematical. When I went to IT, I understood very well what it was about.

I started my career in the IT sector as a simple engineer. I was attracted by the community, which began to take shape in the high-tech market, I wanted to work, communicate with these people. It seems to me that a high ethic of relations has developed in the IT market, which is also determined by the fact that this business has never been highly profitable. It was impossible to come here and earn "random" money - here you have to work hard to get a good result. The market is very dynamic, and only best ideas have a chance of success. In addition, the market has been and remains quite open, and only professionals come here. A certain circle has formed, and the opportunity to communicate with colleagues in the shop is a great success.
