How does the Moscow police training center work

On November 10, the police celebrate their professional holiday - the Day of the employee of the internal affairs bodies.

Whatever position an employee of the Ministry of Internal Affairs holds, he is trained at the vocational training center.

The Professional Training Center of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow was established in 1970 on the basis of the Police School. It was originally called simply "The Learning Center". Since its inception, 130,000 graduates have graduated from these walls, including the Deputy Head of the Main Directorate of the Ministry of Internal Affairs in Moscow, Police Major General Oleg Baranov.

The center often receives foreign delegations: China, Mongolia, Korea, Israel, Belarus sent their representatives here to exchange experience.

Full-time education here is 600 people. In the system of internal affairs bodies, the training center is like a school for ordinary citizens. To be able to undergo further service in the police, you must have a document of completion.

Upon admission, students are tested, pass physical training - push-ups, pull up on the bar. Already at the first stage, there is a serious selection. However, even if the entrance exams are passed successfully, there is no guarantee that you will not be expelled. From the center can be expelled for academic failure and systematic violation of discipline.

All the teachers of the center are experienced people, they have encountered many situations in practice and can explain the theory to the listeners with specific examples. The same goes for physical training instructors, all of them are masters of sports in Greco-Roman wrestling, jujitsu, judo and sambo.

The school day begins with the formation of personnel, on which they bring operational information, celebrate the best in studies, sports, as well as those who have poor academic performance, conduct an examination appearance employees. Under the "Farewell of the Slav", the students walk in orderly rows along the parade ground with a marching step and the school day begins. You can't be late. The discipline in the center is generally strictly monitored: you will not see red boots, but heels of the set size are allowed.

Formally, there is no gender division here, but in reality the guys are interested in different things. Inquiry and investigation - women’s sphere, riot police and patrol police, convoy — men’s. Each platoon has its own schedule for studying disciplines according to the curriculum.

Police officers are trained here on a basic set of subjects. So, the staff of the teaching staff need to have an idea of forensic science: the technique of removing traces, fixing elements of the situation, protecting the scene. At the same time, they do not need to know the methods of solving crimes, because they are not investigators or interrogators.

Great emphasis is placed on physical fitness. Boys and girls train together, the algorithm for performing basic techniques (there are about 60 of them) is spelled out in a separate order. For deeper learning, rubber dummies of knives and pistols are used. Having mastered the base, you can proceed to modeling typical situations: three against one, entering a building, escorting a suspect, neutralizing the enemy. At the same time, no one canceled general physical training: shuttle running, abdominal exercises, push-ups, pull-ups on the bar, somersaults. Just in case, a doctor is always on duty here.

On the basis of special equipment, students are taught to understand the subjects with which they work and which often save their lives. What bulletproof vests are made of, what distinguishes the second class of protection from the fifth, what injuries can be obtained from a strong dynamic impact - this knowledge helps to keep yourself and your colleagues safe.

At the training ground, students are explained how to behave in typical situations - from cordoning off a stop with an explosive device to embarking and disembarking a detainee in a car. The preparation of reports and the execution of other documentation is taught in classrooms.

There is a psychological relief room in the center. Students are not only tested upon admission, but also accompanied at all stages of training. The guys' work is stressful, so the room is available at any time. You can turn on light projection, which calms the nerves. There are also motivational programs that relieve fatigue and alert you.

Different methods are used. For example, there is an audiovisual stimulation device. You need to put on glasses and headphones, after which a flashing red light turns on and an alarm sound is emitted. Programs are selected individually, energeticization is not suitable for everyone. The staff psychologist constantly conducts preventive conversations with the trainees in order to anticipate possible psychological trauma.

Further training for operatives, investigators and experts is a must. For the triumph of the law, employees of the Ministry of Internal Affairs must conduct an investigation and conduct examinations using the most modern methods. Classroom lessons usually take no more than a month. Advanced training significantly increases the productivity of employees of the Ministry of Internal Affairs. Knowledge of the most relevant methods of conducting an inquiry, investigation and conducting peer review will increase the opening and significantly speed up the work.

An increase in the rate of recruitment of units of the Central Internal Affairs Directorate of Moscow and an increase in the requirements for the professional training of police officers were the basis for the decision, in September 1993, to create a temporary training center for the initial training of private security police on the basis of the military unit of the UGPS.

It was headed by Militia Colonel Alexander Grigorievich Posokh. On July 18, 1994, the temporary training center, by order of the head of the Moscow Main Internal Affairs Directorate, Vladimir Iosifovich Pankratov, No. 677, was transformed into a Training Center for the training of non-departmental security personnel, the head of which was Militia Major Kazyulin Vladimir Alexandrovich, who by that time had considerable experience behind him practical work... In 1996, the Center was headed by police lieutenant colonel Nikolai Vasilyevich Tsarev. From November 29, 2013 to April 20, 2017, the Center was headed by Police Colonel Alexander Viktorovich Getmanov. Since May 11, 2017, the Center, as part of the Rosgvardia, has been headed by Police Colonel Sergey Vasilyevich Cherepkov.

During the period of its activity, the division has been repeatedly reorganized. Changes were made to its name. Thus, by order of the Central Internal Affairs Directorate for Moscow dated November 28, 2008, No. 628, the Training Center was transformed into a Professional Training Center.

On the anniversary of the celebration of the 70th anniversary of the Victory in the Great Patriotic War 1941-1945 By order of the Minister of Internal Affairs of the Russian Federation of April 8, 2015 No. 416, the Center was given the honorary title “Center for Professional Training of Private Security Officers of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the City of Moscow named after Hero of the Soviet Union Stepan Kharitonovich Zaitsev”.

Since its inception, the staff of the Center has done a tremendous amount of work to develop and strengthen the educational, material and regulatory framework, and form the foundations of the educational process. A lot of materials have been developed for training students in various job categories.

In the course of its activity, the command and teaching staff of the Center trained over 46 thousand employees. Today, in Moscow there is no such subdivision of non-departmental security, where the graduates of the Center do not work.

Repeatedly, the unit became the winner and prize-winner of various reviews and competitions held on the scale of the Ministry of Internal Affairs of Russia.

In 1998, by order of the Minister of Internal Affairs, the Center was awarded a valuable gift for the best results in the development of the educational and material base among the training centers of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entities of the Russian Federation.

In 2002, according to the results of the review - competition of Training Centers in the system of the Ministry of Internal Affairs of Russia, dedicated to the 200th anniversary of the Ministry of Internal Affairs of Russia, the Center took 1st place in the Central Federal District of the Russian Federation, for which it was awarded a car - Gazelle. In 2005, according to the results of the review - competition, the Center took 2nd place in the Central Federal District.

A special feature of the Center is the freelance Museum of the Private Security Service, created in the subdivision, which in 2002 was awarded the title of laureate of the Ministry of Internal Affairs of Russia with the award of the Prize "St. George".

In connection with the creation in the first half of 2016 on the basis of the internal troops of the Ministry of Internal Affairs of the Russian Federation of a new body of federal executive power - the National Guard, to which the functions of various services, including private security units, were transferred, it became necessary to transfer the Professional Training Center to the Rosgvardia. As part of this transformation, in accordance with the order of the Chief of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow dated April 13, 2017 No. 141, the Central Control Center of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow named after the Hero of the Soviet Union S.Kh. With the inclusion of the Center in the Russian Guard, the main tasks of the unit are: training citizens who are first recruited into the service of the Russian Guard by the main professional knowledge, skills and abilities to a level sufficient for independent execution by them official duties, including in conditions associated with the use of physical force, special means and weapons; obtaining by employees appointed to a new position the competence necessary to perform a new type of operational - service activity; the rise professional level within the existing qualifications for the position being replaced.

The staff of the Center is optimistic about the future and does not intend to be satisfied with what has already been achieved. Implementation plans outlined innovative technologies in the organization of the educational process, improving the educational and material base, strengthening the educational orientation of training, the formation of a highly moral, socially oriented and cultural employee of the Russian Guard, ready to perform service and combat tasks.

Ever wondered where and how police officers are trained? I happened to visit one of the specialized educational institutions- Center for Professional Training of Traffic Police Officers of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow. This Center is not located in Moscow, but in Ivanteevka near Moscow. They teach here specifically, in the curriculum, a variety of subjects from legal foundations to forensic science. Here they will teach special driving, shooting from a moving car, the detention of criminals with bare hands and special equipment.
I suggest you see it with your own eyes.

2. Finding the Center was not easy, at the official address Yandex.Navigator took us to some barracks. It turned out that the real address is very different from the one indicated in the documents. Perhaps an echo of secrecy. It is impossible for an outsider to get here, we had a special invitation.

3. The territory of the Center is very large, there are several educational and administrative buildings on it. Let's start with the main thing. At the entrance, as expected, the duty section.

4. Trainees of the Traffic Police Training Center study for 6 months. Subjects are taught in courses, 100-120 hours are allocated for each subject.
In total, about 600-650 people are trained here, these are 19 platoons. The school day lasts from 9 to 18, during the training, students are paid wages.
To become a student of the Vocational Training Center, you must pass the entrance competition.

5. Memory is honored in the CPP dead employees bodies of internal affairs.

6. A small exposition dedicated to the history of the traffic police - traffic police.

7. In the office of forensic science there is a huge collection of weapons, ammunition, documents, banknotes. What is not here.

8. The blogger's arsenal?

9. Students of the Center are taught on real subjects.

10. In addition to the traffic police, the Center also trains employees of other departments. One of the offices is designed to look like the Komsomolskaya metro station. Yes, police officers working on the subway are also trained here.
The focus here is on legal framework police work.
A few facts:
* There are at least two CCTV cameras in each subway car, and six cameras in modern ones.
* When working with citizens, a distinction is made between inspection, search and search. The search is carried out only within the framework of investigative actions.

11. Let's move to the parade ground.

12. Working out the gestures of the traffic controller. Do you remember all the gestures? Here they are worked out to automatism.

13. Even with the development of technical means, situations will still arise when traffic will have to be controlled manually.

14. What should the driver do when he sees a platoon of traffic controllers with their batons raised up? Stop and get your camera?

15. We go to the next building, along the way we come across a lot of interesting things. DPS post. Now they are becoming less and less, the priority is for mobile crews.

16. Subway car. Station "Ivanteevka". In fact, this is a training ground for specialists. Glasses are protected.

17. Driving school, we came here right during the lesson. Here special techniques of driving a car are practiced. Each training place is equipped to practice driving skills.

18. The methodology differs significantly from the one taught in ordinary driving schools.

19. For example, we were all taught in a driving school that you shouldn't cross your arms while taxiing.

20. Here they teach how to cross your arms correctly. Crossing your arms in extreme driving is essential.

21. After driving school, it's time to see the learning outcomes on the site. We saw the "snake" and "police turn". Very impressive.

22. Next, we were shown the practice of arresting violators. This is cooler than shown in the movies, I never could have imagined that in three seconds a restraining intruder would be lying on the asphalt. I will tell you about the detention separately.

The most courageous turned out to be tushinetc who decided to experience everything on his neck.

23. An interesting technique of firepower training. The Center believes that police officers should not just shoot at targets from a standing position, life can be tougher.

24. A complex exercise looks like this: you need to run a few tens of meters, quickly push up ten times.

25. Then a short sparring and practicing hand-to-hand fighting techniques.

26. The first criminal is defeated, the second is in the process.

27. After that, the listener jumps into the swinging model of the car and shoots at the target.

28. Fire! The target is hit with three out of three shots.

29. Did you recognize the car?

30. Lunch break in the middle of the school day. The dining room is located in the main building.

31. The menu is not very large, but hearty and affordable.

32. A couple of schedules, it is clear that the preparation is being comprehensive. After this, real professionals, knowledgeable in terms of legislation, will leave the Center. Let there be fewer offenders on the roads.

Thanks to the press service of the Main Directorate of the Ministry of Internal Affairs for the opportunity to visit the center of professional training of the traffic police.
Next time I'll tell and show
