Taking into account professional qualification groups, the Government of the Russian Federation establishes basic salaries (basic official salaries), base rates wages for government employees and municipal institutions. Professional qualification groups are formed on the basis of the requirements for vocational training and the level of qualifications that are necessary for the implementation of the relevant professional activity.

In accordance with the Labor Code of the Russian Federation, basic salaries (basic official salaries) and basic wage rates for employees of state and municipal institutions are established according to professional qualification groups. Professional qualification groups are groups of professions of workers and positions of employees, formed taking into account the field of activity on the basis of the requirements for professional training and the level of qualification that are necessary for the implementation of the relevant professional activity. In this regard, professional qualification groups for positions of medical and pharmaceutical workers have been approved.

The positions of medical and pharmaceutical workers are divided into 4 professional qualification groups: medical and pharmaceutical personnel of the first level (nurse, housekeeper, packer, etc.); middle medical and pharmaceutical personnel (nurse, midwife, paramedic, laboratory assistant, pharmacist, etc.); doctors and pharmacists; heads of structural subdivisions of institutions with higher medical and pharmaceutical education (specialist doctor, pharmacist).

The positions of medical and pharmaceutical workers included in the same professional qualification group are structured according to the qualification levels of this professional qualification group, depending on the complexity of the work performed and the level of qualification required to occupy the position.

2.3. The next qualification level job category assigned to employees of institutions based on the results of certification.

2.4. For positions, salaries (official salaries) for which are not determined by these Regulations, salaries (official salaries) are established outside the Professional qualification groups (hereinafter referred to as PKG) in accordance with the collective agreement, local legal act institutions, taking into account the grouping of positions of specialists into categories of various works that are equivalent.

2.5. Incentive and compensation payments are established for employees of institutions, as provided for in Sections 5 and 6 of these Regulations.

2.6. The remuneration of employees employed part-time, as well as on a part-time basis, is made in proportion to the time worked or depending on the amount of work performed. The determination of wages for the position (profession) occupied in the main job, as well as for the position (profession) held in combination, is carried out separately for each of the positions (professions).
